The Application Process

Form I-589 needs to be completed. It can be found at: http://www.uscis.gov/files/form/I-589.pdf

There is NO FEE for sending in this application.

You must attach ONE PASSPORT PHOTO to the application.

Send the application by certified mail to:

US Citizenship and Immigration Services (USCIS)
Vermont Service Center
75 Lower Welden Street
St. Albans, VT 05479-0001
ATTN: ASYLUM UNIT

Note: This address is ONLY for those applicants who live in the following states: Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont and certain parts of Pennsylvania. If you live elsewhere, check http://www.uscis.gov for the right address.

Warning: It is very important that you send the application either by certified mail or Federal Express because you want to have proof that Immigration received it.

You can include any supporting documentation with form I-589. You can also submit your documents on the day of your interview.

Fingerprints: after you file your asylum application, USCIS will send you an appointment notice telling you that you have a date to have your fingerprints taken. The notice will include the date and time of the appointment and the address where you need to go. You do not have to pay any fees to have your fingerprints taken. If you have a form of photo identification, like a passport, you should bring it to your appointment; however, asylum applicants are not required to present photo identification at the fingerprint appointment so don’t worry if you don’t have any.
